The ECOWAS Economic Empowerment and Development Agency (EEDA) was established in 2001 by Regulation C/REG.18/01/01 with the aim of improving the implementation of ECOWAS projects. In August 2001, the ECOWAS Council of Ministers adopted Regulation C/REG.5/08/01 which defines the functions and mode of operation of the Agency. The main function of the Agency is to prepare bankable regional Economic Empowerment and Development projects with a view to improving economic growth and development. The summit also accorded by Decision A/DEC.20/01/01, the status of Specialized Institution of ECOWAS.
The Headquarters of the EEDA is based in Togo further to the signing of the Headquarter Agreement in 2001 with the Republic of Togo
